Charles Grey , 2nd Earl Grey , ( 1764 - 1845 ) Oil painting by George Romney . A British politician and a member of the Whig party he advocated Parliamentary reform and Catholic emancipation . He became Prime Minister in 1830 and saw through the Reform Act of 1832 , which finally saw the reform of the House of Commons, and the abolition of slavery throughout the British Empire in 1833 .
